HCFA Subcontract

    Funding Dates:
    The contract was awarded on September 29, 2000.  The expected completion date is December 21, 2001.

    Project Title:
    Providing Technical Assistance to States on Health-based Risk Adjustment

    Purpose:  Timothy Westmoreland, Director, HCFA, wrote in a letter to the State Medicaid Directors:  "The primary objective of the project is to assist States in creating equitable payment systems for their Managed Care Organizations and Prepaid Health Plans by risk adjusting payments using health status and other characteristics of Medicaid beneficiaries."

    The Center will survey nine states that have implemented a risk adjusted payment system as the first step in a process that will include two intense forums.  These forums will document the critical technical issues that need to be addressed.  One important element will be acquiring, validating and measuring health plan-generated encounter data to support the risk adjustment systems.  These two forums will result in the development of a best practices manual that will be available to states interested in implementing a risk adjusted payment system.
